CARISECURE 1.0 (2017–2022) — UNDP-funded

Lead consultancy on the digitization of the Regional Security and Justice sector across 7 Caribbean countries (St. Kitts, Antigua, Grenada, Barbados, Suriname, Guyana, St. Vincent). Assessed existing security sector technology infrastructure across all territories, designed and developed functionality for Police, Prisons, and DPP Offices platforms, and engaged with National Security Ministers and Chiefs of Police to secure political and operational support. The Police Records Management Information System (PRMIS) is currently operational across the region.

CARISECURE 2.0 (2023–2024) — UNDP-funded

Lead consultancy on Human Trafficking and Youth Crime across 5 Caribbean countries (Trinidad & Tobago, Barbados, Antigua, St. Vincent, Grenada). Discovery and mapping of information flows for organizations involved in human trafficking and youth crime. Reviewed digital infrastructure gaps in justice sector agencies, provided customized digital roadmaps to each agency with institutional change management frameworks, and designed national digital crime observatories for integration with the Regional Security System (RSS).

Ministry of Finance & Economic Affairs, Barbados

Designed, developed, and delivered the ICT infrastructure for a Macro-Fiscal Modelling Programme for the Economic Affairs Division (EAD). Deliverables included a macro-fiscal model for fiscal analysis and forecasting, a macro tax simulation and incidence model, an operational framework for key MFU reports, and analytical support for the Barbados Growth and Development Strategy and medium-term fiscal planning.

Digitizing Agriculture Value Chains in the Caribbean — CARDI / CTA

Landmark original research on ICT usage in agriculture value chains across five Caribbean countries (Jamaica, St. Kitts, Barbados, Trinidad & Tobago, and Guyana). Recommendations and findings formally adopted by CARICOM Heads of Government at the Caribbean Week of Agriculture (2015).

ICTs for Disaster Risk Management in the Caribbean

Regional study of Disaster Risk Management practices and agencies across 13 Caribbean national DRM agencies. Highlighted gaps and provided recommendations for advancing climate change and disaster readiness through ICTs. Study published in the United Nations Economic Commission journal.

CARICOM e-Commerce Policy — EU-sponsored

E-Commerce Expert on the EU-sponsored programme to enhance the establishment of e-commerce regimes and the adoption of e-commerce by SMEs in CARIFORUM member states. Contributed the proprietary e-Commerce Maturity Framework used for analyzing policy interventions at national and regional levels.
